(CDR) Comite de la Defensa de la Revolucion graffiti - a popular state sponsored civil authority that literally monitors their neighbours - hence the 4 eyes and radio/phone.	CDR graffiti - From what we gather, they would report 'indescretions' of their neighbours such as illegely hosting foreigners.
